Adopt Me values are relative reference points, not prices. There is no in-game shop that stamps a number on a pet, so the community estimates what each pet tends to trade for by watching how real trades land over time. A value therefore reflects two forces at once: how scarce a pet is and how much people actually want it. Scarcity comes mostly from availability — pets tied to retired eggs or limited events can never grow in supply, which is why long-gone exclusives like the Shadow Dragon or Frost Dragon sit so high. Demand is the wildcard: it can push a well-liked pet above what its rarity alone would suggest, or let an out-of-favor pet drift below it.
On top of the base pet, a value list accounts for its modifiers. Neon and Mega Neon status raise a pet's standing because of the four-pet and sixteen-pet fusing sunk into each, and permanent fly and ride potions plus a Full Grown age generally add on top. When you read a ranking, understand what it is telling you: it orders pets by roughly how strong an offer they tend to command in trade, based on community trade activity — not by any official measure.
Use it to sanity-check a trade, not to win an argument. Line up what each side is putting in, compare where those pets sit on the list, and ask whether the two piles land in the same neighborhood. A fair trade is one both players are happy with once they can see the pets are roughly balanced; the list simply helps you spot when one side is far heavier, so you are not talked into an obvious loss. Values shift as pets retire, events rotate, and demand moves, so treat any figure as a guide and let your own read of supply and interest make the final call.
